Akwa Ibom State has begun implementing a major welfare promise with the construction of 150 free housing units for public servants. The homes, located within the Grace Estate along Ring Road III in Uyo, form part of a larger housing programme initiated by Governor Umo Eno to improve living conditions for state workers, particularly those on lower income levels.
The 150 units are two-bedroom apartments carved out of the 236-unit Grace Estate, which was commissioned in 2024 as the first phase of the administration’s mass housing initiative. The estate is built with essential infrastructure, including solar-powered electricity, piped water, drainage systems, security and community facilities such as a health centre. By allocating many of these homes at no cost, the government directly tackles the persistent challenge of affordable, stable housing for public servants.
Eligibility for the scheme focused on workers within salary grades 01 to 08, a group often most affected by rising rent and limited access to home ownership. The application process was clearly organized and accessible. Interested civil servants submitted expressions of interest, provided employment documentation and participated in a transparent, randomized selection process. This method was adopted to ensure fairness and to prevent the concentration of benefits among senior officials.
For the beneficiaries, the impact is immediate and lasting. Monthly rent obligations are eliminated, freeing up income for other needs such as education, healthcare and family welfare. More importantly, recipients gain the stability that comes with owning a home. For many, this marks a shift from temporary living arrangements to a permanent base that can be improved and passed on over time.
The impact extends beyond individual households. Secure housing improves morale and productivity by easing accommodation concerns. Stable living conditions also support better family outcomes, including children’s education and overall well-being. Within the estate, new economic activity is emerging as small businesses and service providers meet residents’ needs.
The housing initiative also contributes to more organized urban development. Planned estates such as Grace Estate help set standards for infrastructure, safety and community planning.
This intervention forms part of a wider housing and social protection strategy. In addition to the 150 homes for public servants, the administration has delivered housing units under other programmes targeted at low-income and vulnerable groups. The approach signals a stronger commitment to using housing as a tool for improving quality of life and strengthening social stability.
Within the framework of the ARISE Agenda, the housing project reflects a people-centred approach to development. Beyond large infrastructure projects, the state is investing in the everyday needs of its workforce—those who sustain public institutions and services.
